The activities of this management are carried out through budget and credit review groups, planning and statistics, and organizational structure analysis. The main tasks include:
- Preparation and development of budget and organizational structure indicators.
- Preparation, organization, and integration of the budget in line with the general objectives of IIEES, budgetary executive regulations, and the resolutions of IIEES Board of Trustees.
- Reviewing and presenting IIEES plans and programs and organizing a scheduled timeline for research, educational, and construction activities.
- Preparing, reviewing, and exchanging agreements related to ongoing and construction activities, and defending them in the relevant authorities.
- Preparing statistics and charts related to IIEES activities and performance, and analyzing them.
- Reviewing the educational needs of employees at various job levels and planning the execution of educational programs.
- Preparing and compiling a set of job descriptions and organizational positions for IIEES, and determining the occupational categories and job roles.
- Reviewing organizational positions to estimate the required workforce for IIEES.
The Administration and Support Management consists of a group and three departments (Human Resources Development Group, Administrative Transformation and Productivity, Staff Employment and Welfare Department, Procurement and Warehouse Department, and Services and Support Department). Some of the tasks of this management are as follows:
- Implementing administrative, employment, support, and human resources development regulations.
- Preparing, organizing, and implementing administrative regulations and circulars based on the research institute’s rules and decisions.
- Providing advisory opinions and technical guidance to subordinate units to improve management and coordination.
- Forecasting required human resources, carrying out related employment procedures, and preparing job descriptions for employees and units.
- Offering necessary solutions for improving methods, administrative transformation, and human resources development.
- Organizing in-service training courses for employees.
- Issuing employment orders in accordance with employment laws and regulations, determining salaries, and organizing internal and external missions for employees and faculty members.
- Purchasing all necessary equipment, research, and administrative supplies for IIEES and maintaining and distributing them.
- Handling all matters related to services, transportation, and vehicle provisioning.
- Managing all welfare services for employees and services related to insurance.
The Financial Affairs Management consists of four departments (Department of Credits, Accounting and Account Management; Department of Documents, Auditing, Receivables, and Payments; Department of Contracts; and Department of Assets), each responsible for the following tasks:
- Managing the Institute’s receivables and payables.
- Collaborating and participating in organizing internal and international seminars, conferences, and workshops.
- Engaging in necessary interactions with oversight bodies such as the Audit Court of the Country, the Ministry of Economic Affairs and Finance, the Auditor of the Board of Trustees, and Inspection Organization of Iran.
- Collecting receivables and making payments for the IIEES expenses.
- Auditing expense documents related to administrative costs, salaries and benefits, bank accounts, and assets of IIEES.
- Maintaining daily accounts, receipts, payments, and settling debts and obligations.
- Registration and management of IIEES movable and immovable property.
- Accounting for assets, inventory management, and conducting tenders and auctions.
- Reviewing and preparing the text of concluded contracts.
